The Duma chairman's Sergey Naryshkin said the Saratov Oblast would build the country's biggest supercomputer on top of a data-processing centre being built by Sberbank. This is no secret, as Russia has previously said it plans to build 10 supercomputers by 2030, each of which will carry between 10,000 and 15,000 Nvidia H100 gpus. This initiative aims to provide computing performance comparable to training a large language model similar to CHATGPT. However, the plan faces huge challenges, including overcoming technical constraints, the scarcity of GPU supplies and the cost of computing power. Russia currently has a relatively low position in supercomputing, with its most powerful supercomputer, the Chervonenkis, owned by Yandex and ranked 27th in the world in computing power. That compares with 150 in the US, 134 in China, 36 in Germany and 33 in Japan. That makes Russia's goal of building 10 supercomputers look more ambitious, but also more challenging. In spite of the US and European crackdowns, the reality is that in the first nine months of the 2023, the Russians bought more than $1.7 bn worth of chips from US and European companies. The top 20 companies sold $1.2 billion, examples include: AMD (Xilinx) , ADI, Intel (Altera) , Infineon Technologies, Macom, Marvell, Microchip, NXP Semiconductors (NXP) , STMicroelectronics, Realtek (Realtek) , Texas Instruments, and more. For the NV's AI calculator cards, it is actually not difficult for Russia to obtain them. The formal way may not be so easy, but it is still very easy for third parties to obtain them, except that they are more expensive, of course these things these manufacturers are also unspoken.
